Ransom Cartel operator Maksim Silnikau jailed for 16 years

A US federal court has sentenced Maksim Silnikau, the creator and administrator of Ransom Cartel, to 16 years in prison for a ransomware campaign that hit at least 18 companies worldwide between 2021 and 2023.

Silnikau built an affiliate-driven ransomware operation

The US Department of Justice said Silnikau began developing the operation in May 2021 and recruited participants through cybercrime forums. He supplied stolen credentials and tools designed to lock compromised systems, placing himself at the center of the group’s ransomware-as-a-service model.

Court records describe a hidden panel used to control attacks, communicate with victims, negotiate demands and distribute criminal proceeds. Silnikau also dealt with initial-access brokers, who offered entry into corporate networks through compromised credentials.

Ransom Cartel used double extortion to increase pressure

From 2021 to 2023, affiliates struck at least 18 businesses, including in California, New York and Nebraska, plus companies outside the United States. Victims faced demands for cryptocurrency in exchange for decryption keys or assurances that stolen information would not be published.

Earlier technical analysis classified Ransom Cartel as a double-extortion operation and identified significant overlap with REvil ransomware. Researchers also observed threats to send stolen data to business partners, competitors and news organizations, turning reputational harm into another lever against victims.

International cooperation led to a US sentence

Prosecutors say Silnikau’s arrest in July 2023 disrupted Ransom Cartel’s expansion. Poland later extradited him to the United States, and a federal judge in Alexandria, Virginia, imposed the 16-year term on Aug. 5, 2026.

The sentence removes a central developer and administrator, but the wider affiliate economy remains intact.
